A new message with two important updates was given, via mail and forum, by Shutterstock about withholding tax:
- Shutterstock will withhold taxes on U.S. Source Income only, generally defined as income from Shutterstock’s U.S. customers (sales from buyers outside the US will not calculated in the withholding)
- Contributors are invited to do not submit W-7 ITIN application until Shutterstock will confirm that the letter provided will satisfy the IRS’ document requirement

I'll try to summarize with my elementary English:
- Shutterstock has announced the intention of apply taxation to the incomes of the NON US contributors (according to US law)
- after a few weeks they've announced that this tax will be charged just for the photos sold to US buyer
- if you are a resident of a country that has a tax treaty with the U.S you can fill an online form at the new Shutterstock Tax Center and Shutterstock will charge a lower percentage (i.e. for Italy is 5%) – see my last post http://www.mystockphoto.org/shutterstock-tax-cent...
